POSITION SUMMARY:

This position reports to the Chief Financial Officer/VP of Finance and Administration.  The Director of Human Resources strategically directs and manages the Human Resources function for all domestic and global operations. Oversees development and implementation of the organizational development programs for policies, programs and services. Provides consultation to management on employment laws, strategic staffing plans, compensation, health and welfare benefits, performance management, employee engagement surveys, training and development, retention, and labor relations. This position is expected to take a leadership role in developing a culture that enables employees to perform in accordance with Holt's objectives.  Responsible for effectively planning, designing, developing and evaluating the human resources-related initiatives that support the organizational strategic goals.  The Director of Human Resources serves as a member of Holt's leadership team.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

  • Supervises Human Resource Specialist.
  • Manage benefit programs, recruitment, compensation, and policies and procedures. 
  • Handles highly confidential matters sensitively and professionally. 
  • Design, implement and maintain best practices for staff recruitment, professional development and retention.
  • Collaborate with agency executives and senior leaders on assessing current and future staffing needs.
  • Provides input for key hiring decisions, ensures succession planning for key positions, retention, and transition of staff.
  • Conducts new hire orientation for all staff, creating accessible human resource materials and employee information. 
  • Provides ongoing best practices training for all employees.
  • Conducts exit interviews and ensures cobra benefits are provided.
  • Ensures all required legal notices are provided to employees upon hire, annually, and at separation.
  • Partner with regional VPs to create and maintain standardized human resource practices, training and development of field offices and overseas staff.
  • Create and implement systems and policies that reflect current legal requirements and works with leadership to ensure accountability in employment practices.
  • Partner with the employee engagement committee on bi-annual employee satisfaction surveys.
  • Ensuring fair and equitable systems to process employee grievances in a timely manner.
  • Conduct and participate in salary surveys, recommendations, planning, and implementing revisions to compensation system.
  • Partners with leadership to review job descriptions for content and format, providing design and technical assistance in performance evaluations including 360 feedback for leadership.
  • Set clear expectations, providing ongoing performance feedback that recognizes accomplishments, challenges, monitoring goals and conducting performance evaluations.
  • Review vendor and plan benefit options, maintaining positive working relationships with insurance/benefit brokers, manage the administrative aspects of each program: medical, dental, life insurance, flexible spending account plan (Section 125 plan), pension plan, worker's compensation, unemployment insurance, 403B plan (tax shelter annuities), employee assistance program, and long-term disability.
  • Ensure HR policies and practices are updated and maintained for compliance.

QUALIFICATIONS: 

  • Bachelor's degree in Human Resource Management and/or related fields, or combination of education and work experience.
  • 7+ years' experience working in a HR leadership position.
  • Previous supervisory experience in managing a professional staff.
  • Experience with benefits and compensation programs.
  • Strong understanding of HR best practices in employment, labor relations, benefits, recruiting and onboarding.
  • Expertise in federal, state and local laws and regulations
  • Experience in organizational development, team building and training.
  • Excellent interpersonal and coaching skills.
  • Strong skills in problem solving, exercising sound judgment, discretion, flexibility and integrity.   
  • Excellent verbal and written communication skills
  • Able to think strategically while executing at a high detailed level
  • Motivated and comfortable performing multifaceted projects in conjunction with day-to-day activities.
  • Experience with handling investigations, grievances and ability to communicate decisions in a variety of situations.
  • Demonstrated ability to establish strong relationships with key business partners and executive leadership as a trusted resource.
  • Proven experience in handling multiple tasks efficiently and effectively, detail oriented and highly organized. 
  • Proficient in Windows and Microsoft Office Suite of programs, especially Word and Excel.
